Two transport workers have admitted stealing waste paper containing sensitive data from a government-contracted collector and selling it to another recycler. The two men, both sub-contracted drivers for Confidential Materials Destruction Service, sold 36 bags of waste paper for about HK$1,900, Kwun Tong Court heard yesterday. Wong Kuen-foon, 46, and Chan Kwong-fai, 26, pleaded guilty to one count of theft before Chief Magistrate Tong Man. Sentencing was adjourned to November 12, pending community service order reports, and they were released on bail. Police were alerted on Friday after a passer-by saw government documents outside Wing Chun Paper and Metal Recycling Shop at Fuk Wing Street, Cheung Sha Wan. The 36 bags held police report books, Hospital Authority records of patients and staff files from the Lands Department. All documents were outdated. The departments did not reveal the number of people affected. A spokeswoman said the police were conducting a comprehensive review of the way it disposed of sensitive data. The other two agencies said they would follow up the case with their contractors.
