Fang tipped to head health panel

A RESHUFFLE of the Government's premiere think-tank on health and medical policy is expected to include the appointment of the Chief Secretary's brother as chairman.

Dr David Fang Jin-sheng, president of the Hong Kong Medical Association and brother of Anson Chan Fang On-sang, is set to head the Health and Medical Development Advisory Committee.

Victor Ng, the principal assistant secretary for health and welfare, declined to release details of the impending shake-up but said letters would be sent out in the next few days.

Dr Fang said he believed his appointment as chairman was a possibility, although it had not been confirmed.

The appointment of chairmen and members of advisory boards and committees would usually have to go through the Chief Secretary's office.

But a government spokesman said: ''Due to the circumstances of this particular case the appointment went straight from the Secretary of Health and Welfare to the Governor and so had nothing to do with the Chief Secretary.'' There was some concern that the appointment of a medical person as chairman might be a move in the wrong direction, while others claim that someone who is president of what is essentially the doctors' trade union should not be allowed to chair a committee involved in the development of medicine.
