I could not believe my eyes when I saw what the three legislators from the League of Social Democrats were doing inside the chamber during Financial Secretary John Tsang Chun-wah's delivery of the budget ('Half the legislature condemns latest chamber antics from League', February 26).
I think all Hong Kong citizens will share my views on this matter. 
As Mr Tsang said, the delivery of the budget is such a serious occasion because it concerns more than  7 million people. 
Since Hong Kong has been critically affected by the economic downturn, the budget is particularly important as we face such hard times. 
Besides, the Legislative Council chamber is a solemn place where the most significant issues of the city are being discussed. 
Therefore, everyone inside that chamber must have the greatest respect for the occasion and they should behave properly.  
Moreover, Hong Kong is an international city of which we are all proud.
 The city's image will surely be damaged if other people see these legislators' uncivil behaviour. They have been elected to work for  society,  not to bring it into disrepute.
 I wonder if the league's legislators  had given any thought about the consequences of their actions before they carried out their protest.  
We have to consider if they qualify as lawmakers, given their emotional outbursts.  
Of course, we must respect freedom of speech. All voices should have a chance to be heard. 
However, protests should be based on the premise that  are held in a peaceful manner. 
Rude, destructive or any other kind of unreasonable behaviour must be curbed.  
We must stop it before it develops into a culture in the Legco chamber. Such protests are absolutely intolerable.
Since this was not the first time these legislators have disrupted the proceedings of Legco and oral persuasion cannot deter them, severer punishments such as heavy fines or even  refusing of admittance to the chamber  should be considered
