Hangzhou police issued an arrest warrant yesterday for a driver who killed a man while speeding, and apologised to the public for their handling of the high-profile case.

Police issued the warrant after an investigation concluded that Hu Bin, 20, should bear full responsibility for the accident, according to China News Service.

He could now face a sentence of between three and seven years in prison.

Tan Zhuo, 25, was hit and killed by Hu's red Mitsubishi sports car in a crowded downtown area of Zhejiang's provincial capital on May 7.

Public anger boiled over soon after when witnesses said Tan was bounced 5 metres into the air before landing on the ground 20 metres away from the zebra crossing he was using. Police had claimed, the day after the accident, that Hu was driving at only 70km/h.

Yesterday, police apologised to the public for saying the car was travelling at 70km/h, saying the information was inaccurate.

According to a forensic report released by police on Thursday, the car, which had been refitted before the accident, was travelling at between 84.1 and 101.2 km/h when it hit Tan. The speed limit in the area was 50km/h, and the report cited speeding as the cause of the accident.
