As head of the Equal Opportunities Commission in 2003, retired appeal court judge Michael Wong Kin-chow was accused of fraudulently claiming expenses of HK$171,666 for air tickets while serving on the bench. The Department of Justice decided not to prosecute. Mr Wong sacked the commission's operations director, Patrick Yu Chung-yin, then resigned. Mr Wong was cleard of wrongdoing.
In May last year, Court of First Instance judge Mr Justice Pang Kin-kee, who is also chairman of the Electoral Affairs Commission, handed down contradictory judgments in the same case in one day. Also last year, the advisory committee on post-service employment of civil servants, of which he was chairman, endorsed former housing director Leung Chin-man's application to work for property developer New World China Land. In Mr Justice Pang's six years on the committee, it met to discuss only five of the 400 applications received.
