More resources will be directed towards youngsters at high risk of using drugs, the head of the body that advises the chief executive on youth affairs said.
Bunny Chan Chung-bun, head of the Commission on Youth since April, believes more resources should be spent on young people he categorises as being on the cusp of danger.
'There are four kinds of young people in our society,' Mr Chan said. 'The first group of youngsters are well behaved and they will never have contact with drugs. The second group of young people haven't taken drugs but have friends who have done so.
'The third group of young people have attempted drugs but have not yet become addicts, while the forth group of youngsters are already drug-addicted.'
He believes it is the second and third groups that need to be targeted.
Mr Chan, who is also chairman of Kwun Tong District Council, has spent more than 10 years on youth issues.
He prefers to meet young people directly. 'You've got to talk to young people directly, in differing circumstances,' he said.
