A single mother whose one-year-old son ingested the drug Ice from a home-made pipe she had left unattended in her apartment was placed on a 12-month probation order yesterday. In Kwun Tong Court, Magistrate Abu Bakar bin Wahab said Tam Lee-fong, 22, would have to stay away from drugs as a condition of the order and undergo any urine tests that her probation officer ordered. She earlier pleaded guilty to one count of ill treating a child over the incident, which occurred on March 25 at her home on the Hau Tak Estate in Tseung Kwan O. Her case bears striking similarity to one in 2007, in which a two- year-old tasted Ice from a straw that his 26-year-old mother, a drug addict, left unattended in a flat. Tam left the pipe she had fashioned herself at home after using it to take some methamphetamine, or Ice, the court heard. She had left the pipe under a computer desk in her bedroom and went out to the sitting room to watch television. At 7pm on March 25, she found her infant son holding the pipe in his hands and sucking on a straw inserted in it. She took the pipe and discarded it in a rubbish bin outside the apartment. Tam found that her son became agitated and over-talkative, and suspected that he had ingested some of the drug. She took the boy to Tseung Kwan O Hospital for treatment. At the hospital, she told a doctor what had happened. The doctor told a social worker, who called the police and reported the incident. Doctors suspected that the boy had accidentally ingested an amphetamine, and the boy's urine tested positive for it. When police arrested Tam at the hospital, she admitted the offence. In a strikingly similar case on June 7, 2007, a two-year-old boy tasted a straw containing Ice that his drug-addict mother had left unattended at home. The infant had picked up the straw and attempted to imitate his mother. The woman, then 26, later pleaded guilty to child abuse in Tuen Mun Court, and was placed on a 24-month probation order. The child was unharmed but spent a week in hospital before being placed with a social organisation. Magistrate Kwok Wai-kin found that heavy drug use had limited the mother's ability to take care of her son, but showed leniency because she had vowed to quit the habit.
