His figures are the same as my figures, which is not surprising, as mine came from reports of official speeches to the Legislative Council Finance Committee.

Mr Chui quotes huge numbers because he insists on using a three-year period. A useful perspective can be supplied by indulging in some long division.

In an average week the Public Service Commission receives 22.5 cases, of which 10 are disposed of by Mr Chui, solo. The remaining 12.5 generate 3.7 queries of which one produces an actual change. A member of the Commission attends 1.1 meetings of panels or promotion boards. Readers are free to decide for themselves whether this sounds strenuous. I said I thought it was normal.

What is not normal is Mr Chui's own position. In the early 80s quite a lot of senior civil servants were allowed to ''retire'' while continuing to work for the same employer. As a result, in effect, they were paid twice.

We were later led to believe that the practice had been discontinued. Yet Mr Chui seems to be in a similar happy position.
