A majority of green minibus operators yesterday backed the Transport Department's proposal to install speed limiters in all minibuses and black boxes in new ones, principal transport officer Albert Su Yau-on said. But the department's officers will today meet operators of red minibuses - or the non-franchised routes - who say speed is their key advantage against competitors. Red minibuses make up about one-third of the city's fleet of 4,350.
