Big rethink urged on civil service grades and pay

An executive councillor and an academic want a comprehensive review of the civil service grades and pay systems in an attempt to eliminate disputes between the government and unions.

Speaking after a forum on disciplined services pay disputes, executive councillor Cheng Yiu-tong said existing review mechanisms caused conflict between the government and civil service unions.

'I suggest the government conduct a comprehensive review of all civil service pay and grade-review mechanisms in light of the disciplined services pay disputes,' Cheng who is president of the Federation of Trade Unions, said.

He said the disputes damaged governance and civil service morale.

Disciplined services unions expressed anger at the report of the grade-structure review of the services released in November.

About 300 staff attended the forum, organised by the Government Disciplined Services General Union so members could express their views on the report.
