A doctors' representative has criticised a ruling by Hospital Authority chief executive Shane Solomon that allows doctor representatives to send mass e-mails via the intranet - after their contents have been screened.

Frontline Doctors Union chairman Adrian Tse Yiu-cheong said Solomon had informed representatives of the protocol, which Tse called 'undemocratic', at a meeting yesterday.

'Solomon said they did not want to see us sending out junk mail,' he said.

'They totally do not believe in us. What we ask is just the basic right to communicate with all doctors.'

Last week, 16 doctors, including Tse, resigned from an authority consultative body to express anger at the management's handling of a pay-cut proposal, among other concerns. The proposal involves cutting senior doctors' pay by 5.38 per cent after a government proposal to impose such a cut on senior civil servants.

Tse said yesterday that doctor representatives would not return to the committee unless management showed a willingness to improve relationships with doctors.
