I AGREE with the comments made by Robin Cheung in his letter headlined, ''The pitfalls in policy'' (South China Morning Post, March 29). It is difficult for parents to make the right decision and to be sure that their children can receive a better education if they are educated in Chinese. My question is, however, how is the Education Department going to monitor those schools which claim to be English-medium but practise mixed-code teaching? ANSON YANG Kowloon
