The drafting of a motion to censure Democratic Party lawmaker Kam Nai-wai has been completed and will be discussed at a Legislative Council meeting on December 9 pending formal approval from the legislature.

Drafted by Liberal Party lawmaker Miriam Lau Kin-yee, the motion, if passed, would censure Kam for 'misbehaviour' involving alleged unfair dismissal of his female assistant as well as inconsistent remarks in explaining that episode, which 'led the public to have doubts about his integrity'.

According to the rules of procedure, 'upon the moving of a motion ... debate shall be adjourned and the matter stated in the motion shall be referred to an investigation committee'. However, another lawmaker may immediately bring an alternative motion without prior notice to put an end to the matter, without having to form an investigation.

Lau stressed that although the motion was being raised in her personal capacity, she was doing so because the Legco House Committee had agreed she should do so as its chairwoman.

The assistant, Kimmie Wong, through her lawyers, has indicated she will not help with the investigation because of 'immense pressure and strain caused by this matter'.

But Lau said her motion was based on facts obtained through public statements by Kam, and not on speculative media reports.
