YOUR correspondent (South China Morning Post, March 18) asked whether there were legally qualified members on the Police Complaints Committee (PCC). The answer is yes. As at December 31 1993, three out of 11 non-official members were lawyers, including the Chairman, the Hon Denis Chang, QC. There were also two ex-officio members, the Attorney-General or his representative and the Commissioner for Administrative Complaints. The committee is supported by a full-time Secretariat, including a Senior Crown Counsel. The principal function of the PCC is to monitor and review the handling of police complaints by the Complaints Against Police Office (CAPO) of the Royal Hong Kong Police Force.
