APPOINTED legislator Vincent Cheng Hoi-chuen (above) does not see his appointment as an adviser to China as marking any change in his political stance. Mr Cheng, 45, was formerly a member of the government think tank and is still seen as close ally of the British administration. The Hongkong Bank executive stressed he is neutral and not politically ambitious. He does not fear people will start labellinghim pro-China. A lot of people appointed advisers are in fact politically neutral, such as those from the business and education sectors. He intends to continue voicing frank opinions, this time to the Chinese Government, especially on economic issues. One of his demands will be that Beijing give the go-ahead for the new airport and container port projects.
