The residents of Pok Fu Lam are battling an MTR Corporation and Transport Department plan to create what they call a 'temporary barging point' on the edge of Cyberport at Telegraph Bay. 
This is designed to take the spoil from the construction of the MTR extension to Ap Lei Chau. 
It is proposed that delivery of this spoil to the barging point should be by 300 loaded dump trucks making at least 600 journeys a day (probably more than 1,000) along the already heavily-used and winding Victoria Road to the narrow entrance of Sha Wan Drive and down to Cyberport. By 'temporary', they mean at least four years.
I want to know whether anyone in this benighted government thinks that this imposition is fair and reasonable to the residents of Victoria Road or Sha Wan Drive. 
The safety, traffic and environmental impact is obvious. 
Dump truck drivers are notorious for their casual observance of traffic regulations. Their vehicles pump out huge quantities of filth. 
Large numbers of people, including schoolchildren, have to cross these roads for buses and for school. There are numerous vehicular entrances and exits. Congestion is already bad, particularly at Baguio Villa and the entrance to Sha Wan Drive. 
Does our 'hands-off' Chief Secretary Henry Tang Ying-yen, or  Secretary for Transport and Housing Eva Cheng, care about the problems that will be created, or  do they intend to plough on regardless? Note that they are not proposing to take these trucks through Cyberport to the barging point (even though that would be a more direct route) because they know the developers would not stand for it. They want to skirt round the edge.
There are alternatives - the industrial side of Ap Lei Chau for one. 
Why should Pok Fu Lam have to suffer four years or more of misery when the government has refused point blank to give it the benefit of the MTR, despite its original promises? Why shouldn't the residents of Ap Lei Chau - who will get the MTR line - put up with the problem of the spoil disposal?
