ENHANCING the cocktail circuit with her elegant presence is Janne Julsrud, Norway's Consul-General who arrived here from Washington three months ago. Having had her predecessor once tell Keeping Posted that he enjoyed from the airy balcony of the official residence in Repulse Bay ''the best view in the Norwegian foreign service'' where taking breakfast was one of the great joys of his posting, we asked Ms Julsrud whether she had also savoured the experience. ''I'm usually in the office by 8 am and I do not take breakfast,'' she pointed out with a charming smile. And what of that other matter which plagued her predecessor, namely Norway's whaling policy, which attracted the critical attention of Mad Dogs boss Laura McAllister? In her distress, Ms McAllister even circulated a T-shirt which bore the message: ''Save the whales, harpoon a Norwegian.'' ''That appears to have quietened down,'' Ms Julsrud commented, ''so it's best to let sleeping mad dogs, as it were, lie.'' Bet her dispatches back to Oslo make interesting reading.
