VIETNAM'S new Consul General, Le Xuan Lieu, addressed the Vietnam Business Association of Hong Kong yesterday.

  Mr Lieu said he hoped the new office, which opened earlier this year, would help encourage investment and trade between Hong Kong and Vietnam.

  Hong Kong investors are already the second most active in Vietnam.

  They rank only after those from Taiwan.

  Mr Lieu announced details of a Vietnam Festival to be held in Hong Kong from May 17 to 21.

  It will feature a seminar attended by Vice Premier Tran Duc Luong and officials from Vietnam's State Planning Committee, State Committee for Co-operation and Investment and State Bank.
