GOVERNOR Chris Patten says Hong Kong will be disappointed senior Chinese official Lu Ping has declined to meet him.

   ''I think people in Hong Kong want us to talk together,'' he said yesterday.

 The Government extended an invitation two weeks ago for Mr Patten to meet Mr Lu during his visit. But Mr Lu refused, saying he was too busy, said Mr Patten.

  ''I would have changed my engagements in order to be there rolling out the red carpet. I would be very happy to invite director Lu Ping to an early celebration of my 50th birthday which comes the following week,'' he said.
