You can take the man out of the civil service ...
It's always interesting to hear our leaders reflecting on how they see their task. Take Chief Executive Donald Tsang Yam-kuen in his speech yesterday at the Public Sector Reform Conference.
'During this administration I've had the privilege to work with many of you to craft new policies to create new values for our community,' said Tsang (pictured)
Elaborating on these 'new values', he added: 'We have helped to promote partnership among community, business and government through social enterprises, and more recently through the proposal to establish a Community Care Fund ... '
Ha! If only we could do by merely saying something often enough. The so-called community care fund has been widely criticised for promoting collusion between government and business and is not generally perceived as Tsang would like us to believe as something 'to strengthen our society as a whole'.
He also claimed that the government had advocated a low carbon economy. True, but only after being begged by others in the community to show some leadership and to come up with a policy. He went on to say that he doesn't accept 'the simplistic equation of 'less government and more free markets',' and said society and markets needed a framework of laws and services within which to operate.
