FRIENDS and family yesterday comforted cane-sentenced Hong Kong youth Shiu Chi-ho after he was told of the agonising flogging of his partner in crime, Michael Fay.

  ''He is very upset, of course,'' said his father, former Hong Kong actor Shiu Chung-on. ''My son is now looking to people close to him for comfort.''   Shiu, 17, who was sentenced to 12 strokes and eight months' imprisonment last month, is appealing against his sentence.
