Chief Executive Donald Tsang Yuen-kam and other high-ranking officials attended the topping out ceremony at the Tamar development site yesterday.
The new government headquarters and Legislative Council complex are in the last phase of completion.
'Topping out' means that the final beam has been put in place at the top of a building or the overall structure has been completed.
The project in Admiralty, which has cost about HK$5 billion and created more than 3,000 jobs, is due to be finished this summer.
Tsang says the fact the new government headquarters and the Legislative Council complex are being built next to each other shows that the government will continue to work closely with the council.
The government headquarters are using an 'Open Door' architectural feature. Tsang says it will remind the government to always have an open mind while listening to public opinions.
