GOVERNOR Chris Patten and independent legislator Christine Loh Kung-wai are at odds on how to make the Government more open.

Ms Loh has been calling for the introduction of legislation to give people the right to public information, while the Government believes administrative measures are enough.

The Government will today announce its package of proposals on how to improve its openness to the public.

Ms Loh is planning to put forward a private member's bill on access to information, but has to seek the Governor's approval.

After meeting with the Governor and Chief Secretary Anson Chan Fang On-sang at Government House yesterday, Ms Loh said the Governor and the Chief Secretary appeared unconvinced that giving a legislative right would be the best way.

She said the Governor had asked her to wait until the Government put forward its proposals and assess their effectiveness before considering the need for legislation.
