So many faulty traffic lights

I AM finding the experience of driving on Hong Kong's roads is becoming increasingly dangerous, because of the number of traffic lights so often out of order.

On average, I come across malfunctioning lights at least once a week and sometimes they remain unrepaired for a day or more.

When these malfunctions occur at crossroads, sometimes busy crossroads, where there may be a major carriageway with fast-moving traffic, this gives particular cause for concern.

We drivers have to take care of ourselves and manage to cross the road at a point we consider to be safe enough.

Sometimes there might be some non-reflective signs informing us of faulty lights, but most of the time there isn't any warning, nor are there any policemen directing traffic.

Who is to blame and who is to be held responsible if there is an accident? Another cause of concern is the tunnels, which overnight, have traffic travelling in both directions along one tube.
