THE Mass Transit Railway Corporation (MTRC) has set up a specific Quality Management System (QMS) for its planned Lantau and airport railway.

  The railway project is one of the 10 airport core projects and will link the new Chek Lap Kok airport with Lantau, Kowloon and Hong Kong.

  Its 34 kilometres will include eight kilometres of tunnel, six kilometres of elevated structures and 20 kilometres at ground level.

  Project quality manager Ringo Lo said the QMS was designed ''to ensure that the project is completed on time, within budget and to fit the transport needs of the public''.

  The MTRC has gone a step further, insisting that all consultants and construction companies working on the airport railway project operate an approved QMS.

  Interim payments to the construction companies will be linked to quality performance.

  The quality aspect of the projects will be overseen by the quality assurance section of the project division, which oversees management of the design and construction of two new lines - the Airport Express and Lantau line.

  The Lantau line will be a mass transit line linking Central and West Kowloon with Tsing Yi and Tung Chung on Lantau.

  The Airport Express will be a dedicated high-speed service linking Central and West Kowloon with Chek Lap Kok, stopping at Tsing Yi.

  Mr Lo said the Lantau and Airport Railway Quality Management System (LAR QMS) comprised a project manual and a series of project procedures.

  The project manual defined the management policies and quality objectives.

  It also outlined the quality system elements needed to achieve those ends.

  These elements related to design management, document and record control, non-conformance control and requirements for corrective action, inspection and testing functions, software validation and management, internal quality audits and training.

  Project procedures are detailed documents written by staff who will be carrying out the various tasks involved on the LAR.

  They outline the responsibilities of personnel involved in a process and describe the sequence of steps needed to complete the job.

  They are designed as auditable documents and apply to all staff whose work may affect quality, from clerical support to top management.

  To ensure the LAR QMS remains up to date and effective, regular internal quality audits are carried out. These check whether activities affecting quality have been done in accordance with plans.

  If deficiencies are found, corrective action is taken.

  The MTRC carries out LAR QMS training programmes for new and existing staff at regular intervals.
