TWO-THIRDS of legislators failed to attend all the weekly meetings during the 1993-94 session, statistics show. The average absence was two sittings out of the 34. The final one was yesterday. Of the 60 members, 21 attended every sitting. The Liberal Party was again defeated by the United Democrats and Meeting Point in the roll-call game. Three members from the Liberal Party achieved a full attendance record, while the United Democrats and Meeting Point had nine members on the list. Among those who were absent, low-profile appointed legislator Marvin Cheung Kin-tung and Liberal Party's Lau Wong-fat topped the blacklist. Each skipped eight sessions. Both Mr Cheung and Ngai Shiu-kit said they missed some sittings because they were abroad. In addition to the half-day weekly sessions, members also spend time handling the council's affairs during the other 61/2 days. But the Liberal Party's Miriam Lau Kin-yee said legislators ought to attend all sittings because there were some important decisions to be made on Wednesdays. Mr Ngai said his absence did not undermine his understanding of Legco affairs. But United Democrat Cheung Man-kwong said legislators, who each received more than $110,000 a month in salary and allowances, should be accountable to the public. ''If they do not attend the sittings, they have to explain to the public'' because they receive allowances from public funds. In addition to a monthly salary of over $40,000, legislators are entitled to a general expenses allowance of $73,000 per month, of which $10,000 is petty cash. Full-time legislator Fred Li Wah-ming of Meeting Point said legislators' absence from sittings reflected the difficulties facing part-time members who had to deal with their own business at the same time. Mr Li, who attended all the sittings, said it was the primary responsibility for legislators to be present in the weekly sittings. Known as the ''class monitor'', Mr Li said his presence also set an example for colleagues to follow.
