Jail term for cement fraud

THE managing director of a construction materials firm which supplied cement on a government housing project was jailed by the District Court yesterday for submitting false test certificates.

Fong Fu-chung, 36, the managing director of Hon Wah Construction Material Company Limited, used altered test certificates for cement with intent to defraud the Housing Department.

The Crown said some of the cement offered by his company later proved to be sub-standard.

The court heard Hon Wah supplied cement to the main contractor on a government housing project at Tsz Wan Shan.

Fong and his assistant sales manager Wu Chak-sum, 31, were found guilty on one count each of conspiracy to utter forged documents and conspiracy to defraud. They were also convicted on two counts of uttering a forged document. Both defendants pleaded not guilty to all charges.

Judge Lugar-Mawson said both defendants deliberately passed off false copies of cement test certificates issued by independent laboratories as genuine.
