EMPEROR International Holdings says it will spend up to $3.5 billion on the redevelopment of the Lido Complex in Repulse Bay.

   An agreement has been reached between wholly owned subsidiary Emperor Project Management and Gold Shine Investment, a company in which Emperor has a 55 per cent interest, to undertake the construction.
