The force aimed to recruit 140 inspectors and 1,200 constables this year, a police spokesman said yesterday.
But up to July 31, only 190 men and 55 women had been admitted as constables and 31 men and eight women as inspectors.
School leavers will receive a letter from the Commissioner of Police, Eddie Hui Ki-on, inviting them to consider a career in the force.
The police usually sees a jump in applicants following exam results.
