I REFER to the letter from Mr Jack W. Flader, Jr. headlined, ''Still a British territory?'' (South China Morning Post, August 11), in which he complained that both Standard Chartered Bank and Hong Kong Post Office refused to accept British postal orders.

While the bank willingly accepts US postal orders, he queried if Hong Kong is still a British territory.

Mr Flader missed the key issue here.

Assuming the facts in the letter are true, reasonable readers will conclude that the only reason British postal orders are not accepted is because ''the British Post Office does not pay in a timely fashion, if ever''.

It is clearly a commercial decision.

Given that a note-issuing bank and even the Hong Kong Post Office have taken the same line of action, it is not a decision made lightly.
