SENTENCES imposed on four men who blew up a car were far too low, the Court of Appeal heard yesterday.
It was only through the grace of God that the car owner escaped death, it was claimed.
The Crown was asking the court to review the penalties of Yim Chun-leung, his brother-in-law Wong Kwan-pak, Cheung Shu-tai, and Law Tin-ho.
Law, 30, who had admitted causing an explosion, was sentenced in May to five years' jail. Yim, 32, Wong, 21, and Cheung, 56, all found guilty after a trial before Deputy High Court Judge Yeung last October, were jailed for nine, eight and five years, respectively.
Yim and Cheung had both lodged an appeal against their conviction but the application was dismissed by Vice-President Mr Justice Power, Mr Justice Mortimer and Mr Justice Mayo yesterday before they heard the Crown's application.
The court heard that Ho Kwong-leung had just reached his car in a Causeway Bay car park on August 13, 1992, when he saw smoke coming from the vehicle.
He emptied one fire extinguisher and, as he went for a second, a bomb attached to the underside of the car exploded.
