The suspect was seen kicking and dismantling the two-metre placard hanging on a 1.5-metre wall outside Lam Man-fai's ward office at Upper Wong Tai Sin Estate in Sha Tin Pass Road.
Mr Lam of the pro-China Democratic Alliance for the Betterment of Hong Kong is seeking another term in the elections.
His assistant, Lam Mei-chun, said the incident occurred at about noon when office staff were staging a free barber's service.
'We heard some noise and when I turned round I saw a middle-aged man kicking and dismantling the placard,' Miss Lam said.
