Alexander Kwan Wai-man, 34, pleaded guilty in the High Court to two counts of assault occasioning actual bodily harm.
Mr Justice Wong said that before accepting the recommendations he needed to be sure he was empowered to order an indefinite stay in hospital, given that the maximum sentence for the offences was three years' jail.
The court had to consider the issue of public safety and it was in Kwan's interest to receive treatment for his illness, he said.
He adjourned the case to September 16.
