THE Government's most senior law draftsman embroiled in the controversy surrounding former senior Crown counsel Christopher Harris was appointed yesterday as a High Court judge.
The appointment of Jim Findlay, QC, to the Judiciary had earlier been blocked by Chief Justice Sir Ti Liang Yang.
In 1989, Mr Findlay had gone as far as ordering a judge's wig after he was recommended for appointment as a High Court judge by the Judicial Services Commission, which advises the Governor on judicial appointments.
His appointment was blocked by Sir Ti Liang because of Mr Findlay's involvement in the controversy surrounding the failure of the Legal Department to prosecute Mr Harris.
Mr Findlay was Director of Public Prosecutions when Mr Harris was asked to leave the department after police taped phone conversations of him asking to be provided with underage girls for sex. But it was decided not to prosecute him.
Attorney-General Jeremy Mathews only proceeded with prosecution when the case was publicised in the South China Morning Post.
