A CIVIL service study group commissioned by the Preliminary Working Committee is to discuss how to invite government staff to join without causing them embarrassment.

Convenor Wilfred Wong Ying-wai said after the first meeting that the Government still said civil servants could join the PWC only in their capacity as union members.

'But now other PWC members join in their individual capacity . . . so, we are to discuss how we can invite them to participate without disturbing their identities,' he said. 'We can't sort it out at this stage until the policy becomes more clear-cut.' The 15-member group, formed to advise the PWC's political affairs sub-group, comprises five members of the Former Civil Servants' Association.
