Patten's veto angers party

LEGISLATORS yesterday accused the Governor of being unaccountable because he blocked independent legislator Anna Wu Hung-yuk's private member's bill on a human rights commission.

In a written reply, Governor Chris Patten told Miss Wu that he would not give assent to the bill.

He said it would be irresponsible for the Government to allow disruptions to its legislative and funding programme by permitting the introduction of money bills promoted by individual members of the legislature.

Miss Wu said it was irresponsible for the Governor to claim that an unelected administration should have the right to pre-emptively veto legislative initiatives.

She added the Governor owed the public and the Legislative Council an explanation of why setting up a human rights commission was 'not the best way forward for Hong Kong'.

'If that is what accountability means, accountability means nothing,' she said.
