THE Commissioner of Police, Eddie Hui Ki-on, welcomed the passage of the bill, saying: 'The legislation is not a panacea for fighting organised crime but will certainly assist police to take more effect action.' He said steps had already been taken to implement the new legislation, with high priority being given to witness protection.

'If we are to encourage potential witnesses to come forward it is essential that we can demonstrate our ability to ensure their safety.
'We have formed a dedicated unit of 32 officers who are undergoing special training in the various skills necessary to provide a very professional service,' he said.
