THE People's Liberation Army (PLA) to be stationed in Hong Kong after 1997 should enjoy the rights and privileges enjoyed by the British Garrison, a PWC sub-group said.
These included laws that exempted the British Army from tax, and its military vehicles from licensing fees and tunnel tolls, said Shao Tianren, mainland convenor of the legal sub-group.
The sub-group is to examine 108 laws to see whether they contain provisions of a 'colonial character' and if they conform with the Basic Law.
In Hong Kong, Attorney-General Jeremy Mathews declined to say whether the localisation of laws would be completed by 1997. He was confident all the paperwork could be finished, but the changes had to be approved by the Joint Liaison Group which had a heavy backlog.
