Delegates to attend UN talks

A LEGISLATIVE Council panel yesterday decided to send a delegation to participate in hearings conducted by the United Nations' Committee on Economic, Social and Cultural Rights.

The sessions, in mid-November, will examine the human rights reports submitted by the British Government on Hong Kong's behalf and discuss China's reporting obligation in relation to Hong Kong after 1997.

Because China has not signed two UN covenants which at present require Britain to submit Hong Kong's human rights reports to the world body, it says it has no obligation to furnish similar reports to the UN after the handover.

It is understood the Legco delegates will urge the UN to clarify the post-1997 arrangements.
