SACKED ICAC deputy director of operations Alex Tsui Ka-kit is poised to launch a $20 million civil action for lost pay and housing entitlements in a bid to prove his dismissal was illegal.

Mr Tsui said he would focus on the validity of the five reasons for dismissal cited by Commissioner Bertrand de Speville.

At a press conference to detail his response to the Security Panel report on his removal 11 months ago, Mr Tsui criticised the process used to obtain evidence and the disappearance of legislators at critical moments in the hearing.

Mr Tsui's lawyer, Andrew Lam, said it was impossible to estimate the value of the damages claim.

But, based on Mr Tsui's last monthly salary of about $100,000 and the provision of a 2,700-square-foot apartment, estimated to be worth $50,000 in monthly rental, the claim for lost entitlements between the time he was sacked and his natural retirement age in 2002 would be at least $20 million.

Mr Tsui was given a month's pay in lieu of notice upon his sacking.
