TWO Kwai Tsing District Board members yesterday walked out of the board's meeting in protest against co-member Chow Yick-hay's resignation from the Regional Council, which resulted in voters having to go to the polls twice within four months. Leung Yiu-chung and Leung Chi-shing, both from the Neighbourhoods and Workers' Service Centre, accused Mr Chow of acting against the principle of democracy and left the meeting as members prepared to elect their Regco representative. Each district board has a representative on either Regco or the Urban Council. Mr Chow resigned his directly elected Kwai Tsing seat in Regco on October 18, hoping to be indirectly elected to the council by the district board. The centre said Mr Chow, a member of the Democratic Party, had wasted public money by resigning. 'Mr Chow's decision was against the spirit of democracy and it's a betrayal of his voters,' it said. Mr Chow was one of the two contestants for the indirectly elected seat at yesterday's meeting. He beat Chan Tin-sung 16-0.
