I REFER to the Government's plans for the reclamation of vast areas of Victoria Harbour (Sunday Morning Post, October 23 and 30). Anywhere else in the world, such a report would be dismissed as a hoax: in Hong Kong, such gross environmental vandalism could easily become reality. The reclamation now under way in Central and Wan Chai already goes too far and, apart from the provision of a Central rail link to the new airport, is largely unnecessary. City-centre land is always at a premium anywhere in the world but cities like Sydney and Vancouver show no inclination to start filling in their harbours. If the Government is really hell-bent on destroying one of the world's most spectacular cityscapes, the least it should do is open up its proposals for public debate. SIMON MARTIN Mid-Levels
