A CHINESE finance minister has arrived in Britain amid indications of a thawing in relations following the signing of the Hong Kong airport financial agreement. Vice-Minister for Finance Zhang Youcai and a team of five senior officials, are in Britain for a week. They will talk to ministers and financial organisations in an effort to help the Chinese accountancy profession, and gain an insight into financial institutions in Britain. While Whitehall officials were anxious to play down the nature of the visit, they admitted it was the first high-level delegation of its kind for a while, and hoped it might indicate a thaw in relations.
