THE Government's latest effort to reduce traffic congestion shows our senior servants are just not living up to expectations given their salaries. In order to motivate them to think harder, I suggest the following: Reduce one of the main sources of congestion in Central by prohibiting civil servants from driving to work and by shutting down the car parks in the Murray Building, the Central Government Offices and Queensway Government Offices; Scrap all car-related perks to government secretaries and senior civil servants so they can proudly say they also pay for using their cars; and, Relocate the offices of the Planning, Environment and Lands Branch and the Transport Branch to Tuen Mun where senior civil servants will travel the congested Tuen Mun Highway by bus daily and constantly be reminded of this classic example of failed town and traffic planning which they created. Hopefully these suggestions will be enough to motivate the civil service to solve our traffic problems and make them more careful in drawing up and co-ordinating future plans. LEWIS CHUNG Causeway Bay
