I REFER to Tsang Yok-sing's column headlined 'Spies left out in the cold' (South China Morning Post, November 15). He sounds very naive about being under surveillance. Anyone in Hong Kong except the governor can be a suspect engaged in activities involving corruption and criminals. I cannot see that he is any different from other residents in Hong Kong. Furthermore, he fails to understand that under surveillance does not imply being spied on. Those former Special Branch officers obviously have nothing to bargain with the British Government let alone the Chinese Government in respect of intelligence. Both Britain and China can be embarrassed by their intelligence activities in espionage against each another, and Tsang Yok-sing does not understand the wisdom behind their silence. Y. C.
