A trainee doctor who was convicted of loitering causing concern last year is applying to be a registered doctor.

Chau Chun-chiu (pictured) was fined HK$4,000 at Kwun Tong Court last year after admitting in court that he had filmed a woman trainee doctor as she went to the toilet.

The Medical Council met yesterday to discuss Chau's application. Under council regulations, a hearing must be held when an applicant has committed an offence punishable by imprisonment. In Chau's case, the maximum jail term was two years.

The court heard that on July 30, 2009, the woman was in a toilet cubicle in a public hospital's trainee quarters when she heard a door open and saw a camera above her.

She screamed for help and rushed to the adjacent cubicle. At the same time, another woman trainee saw Chau running out of the toilet. The women reported the case to police.

Under police caution, Chau admitted he had been to the women's toilet. Police seized a camera in his room and retrieved a deleted video clip showing the woman trainee doctor in the cubicle.
