Plan is poor use of community fund
The government plans to use the Community Care Fund to help grass-roots students take part in learning activities outside Hong Kong. I am opposed to this proposal.
First, officials said that with help from the fund, students could learn English in foreign countries. However, the fund is not large enough to send students to study English in countries such as the United States or Britain.
To achieve the same goal, the money could be used to employ more native-speaking English teachers in local schools.
Secondly, officials said trips abroad would give students a chance to see the cultural differences between foreign countries and Hong Kong.
However, these students would hardly be able to make such comparisons, since they do not know their own culture well. Many seldom take the opportunity to visit places outside their neighbourhood.
