A LEGISLATIVE Council panel on constitutional affairs yesterday voted to discuss the draft bill on the Court of Final Appeal. Independent legislator Emily Lau Wai-hing said members would make suggestions to the Government before the bill was put to the legislature early next year. But Liberal Party member Ronald Arculli said Legco's House Committee had rejected forming a sub-committee to review the bill. Independent Chim Pui-chung said that since the draft bill had not been formally handed to legislators, they should not start a discussion. But a government legal adviser said the Constitutional Affairs Panel was in a position to discuss matters concerning the constitution which were of public interest.
