Three out of four lanes were opened, but the slow lane will be closed for one more week.
The Highways Department said it hoped to finish repairs by March 22. Drivers have been using the Sha Tin-bound side.
The fire broke out in a drainage pipe below the carriageway around 3.30am last Thursday. The blaze lasted for nine hours, and its cause is still under investigation.
