After tens of thousands of Hong Kong people marched on July 1, much is being made of Beijing's supposed promise to ensure universal suffrage here. As is often the case, the truth is drowned out by the surrounding noise for, in reality, what was actually promised was a road map whose implementation depended almost entirely on the people of Hong Kong.
